Urge lawmakers to support legislative efforts to shore up our drinking water systems in Texas.

The Texas Water Development Board (TWDB) is responsible for helping provide funds for drinking water systems, wastewater systems, and flood control - a mighty job for a large state with so many different water challenges! The TWDB prepared a lengthy and detailed report requesting the funds they’d need to fulfill their mission to lead the state's efforts in ensuring a secure water future for Texas and its citizens. We’d like for our Clean Water Action members’ voices to be heard loud and clear supporting full funding for priorities laid out by the TWDB, and to also advocate for additional staff and funding resources to enable Texas to take full advantage of the historic levels of water funding coming through the federal Infrastructure Investment and Jobs Act (IIJA) and Inflation Reduction Act (IRA).

I write to ask your support for legislative efforts to shore up our drinking water systems. Water pipes and treatment plants are often “out of sight, out of mind.” Much like energy efficiency aims to do, simply capturing the losses of water in our aging and crumbling pipes can take away much of our demand, saving taxpayers and consumers significantly while protecting our natural resources from depletion and invasive construction. These efforts also provide high quality, local jobs. You have the important opportunity to help direct funding where it’s most critically needed. Please support the base budget, the exceptional item requests (EIRs), and the proposed changes in method of finance that the Texas Water Development Board has laid out in its 2024/2025 Legislative Appropriations Request. Additionally, please assure the following: - Maximum use of the federal Investment in Infrastructure and Jobs Act funds by appropriating $125 million to the TX Water Development Board (TWDB) for state match in fiscal years 2024 and 2025; - Replenishing the Flood Infrastructure Fund by appropriating at least $394.4 million to TWDB; - Funding to add staff members for TWDB water conservation and water planning; and We recommend that the legislature direct TWDB to contract with a qualified entity to assess the effectiveness of past and current activities of the agency in meeting the water, wastewater, and flood mitigation efforts of disadvantaged communities in Texas and to recommend any changes in the design or implementation of the agency’s programs that would enhance that effectiveness. I thank you each for your hard work on behalf of Texans and Texas.
